Problem:
Man scales perimeter fence at White House, runs across lawn and enters White House.
Secret Service agents with dogs are nowhere to be found.
Government Solution:
Put another fence a few feet away from the perimeter fence.

Thousands of tourists are unable to take a photo of the White House.
They can, however, take an excellent photo of the perimeter fence.
Common Sense Solution:
- Identify the AWOL Secret Service agents who were supposed to be at the fence with dogs, but weren't.
- Fire them and their supervisors.
- Hire guards who will stand their posts with their dogs--no excuses.
- Instruct guards to release dogs when trespassers scale the perimeter fence.
- Hire supervisors who make sure that guards, who know that they're supposed to release their dog when a trespasser scales the perimeter fence, are at their posts with their dogs--no excuses.
- Fire the person(s) whose idea that it was to put another fence a few feet from the perimeter fence.
- Replace them with someone(s) who doesn't have their head(s) up their behind(s).
Result:
Thousands of tourists can take photos of the White House.
Reality check:
In the real (non-government) world, dereliction of duty and/or gross incompetence typically result in termination.
